You can lay down melds at any point during your turn after drawing. Melds reduce your deadwood (unmelded cards) count. You can also add cards to existing melds on the table — both your own and your opponents' melds.

Winning — Tongits or Call

You win by calling "Tongits" — placing your last card in a meld so you have no cards left. Alternatively, when the draw pile is exhausted, any player can "Call" — the player with the lowest deadwood count wins the round.
